High gas prices have been reflected in consumer electricity prices this year. Consumer electricity prices, though slower to adjust than spot prices, have also risen sharply. In the UK, the government has capped average energy prices in the second half of the year at £0.34 per kWh and sterling has weakened against the euro, but concerns persist about damage to national finances and the huge strain on individuals and businesses.

Household PV installation figures usually lag behind installations themselves, but in Italy, for example, we can clearly see an increase in installations in Q2 2022, mainly due to the generous Superbonus tax credit -- currently equivalent to 1 per cent of capital expenditure.

German household PV system prices continued to rise in the third and fourth quarters of 2022, even though the prices of modules, freight rates and key commodities have been flat or even declining. German installation companies are rumoured to be hiring new workers and training teams, but even with the right background, this will take at least several months.

Governments are also trying to speed up rooftop PV installations. France, for example, is debating a draft law, approved by the French Senate on Nov. 4, that could make it mandatory for large outdoor parking lots with more than 80 parking Spaces to install photovoltaic roofs by July 1, 2026. Other measures in the draft French law include raising the requirement for new non-residential rooftop photovoltaic installations to 50 per cent from the current 30 per cent.

The European Commission proposed a new emergency regulation on Nov. 9 that would, among other things, shorten the licensing period for rooftop PV to one month and exempt it from certain environmental assessments. The code will also streamline the permitting process and increase the capacity of current projects on existing grid connections by up to 15 percent. In a separate measure, the European Commission may mandate rooftop PV on all new homes by 2029, and on all new commercial and public buildings by 2027.

We expect rooftop PV installations across the continent to accelerate for at least the next few years, even if the current energy crisis eases.
