While panel prices rose in 2021, the cost of solar power continued to fall


Global solar prices fell by an average of 13 per kilowatt-hour from 2020 prices, as about two-thirds of new renewable capacity installed last year was cheaper than the lowest-cost fossil fuel alternatives.


Global solar levelled kilowatt-hour costs (LCOE) fell 13 per cent last year, despite sharp increases in material costs and panel prices.


This is partly because many large solar projects around the world have long lead times and contractual clauses that limit costs, according to a new report released this week by the International Renewable Energy Agency (IRENA). The result is a global solar cost of $0.048 / KWH, IRENA's research suggests. In 2021, China's solar LCOE again reached its lowest level of $0.034 / KWH; Australia's solar LCOE has fallen sharply, to $0.042 / KWH, 21% cheaper than in 2020. Japan, meanwhile, fell 17% year on year to $0.086 per KWH.


India offers the second cheapest solar energy in the world at $0.035 / KWH, which can be attributed in part to the country's lowest PV project cost of $590 / KWH of installed power generation capacity, 6% lower than the price of Chinese solar farms. Solar power plant investment costs declined in most major global markets in 2021, but pre-war policy uncertainty in Ukraine increased project expenses by 17% Yoy, resulting in a solar LCOE of $1.117 / KWH.


Project costs in Spain also rose by 3%, reflecting the highly competitive unsubsidized power plants that were connected to the grid in 2020 (but not on the same scale last year), when average project development costs were $916 / kW and LCOE was $0.048 / KWH. Last year, Vietnam reported a solar LCOE of $0.046 per KWH, while the cost per unit of power in the U.S. was $0.055 and in Turkey $0.064.


The report's authors noted that last year's suppressed solar price increases could affect the market this year, leading to a 3 to 5 per cent rise in project costs in the world's 10 largest solar markets, or $20 to $60 per kilowatt installed. This represents a 2 to 4 per cent increase in the cost of utility-scale solar power globally and a 2 per cent increase in the cost of solar power globally.


But the document also notes that this year's spike in the price of fossil fuels, particularly natural gas, means significant cost savings from the solar capacity added last year -- and accumulated so far. "It is still worth noting that more efforts have not been made over the past nine months to accelerate the deployment of renewable power generation in 2022," the report said.


IRENA estimates that new solar capacity added last year reduced the cost of electricity generation by about $11.3 billion compared with today's fossil fuel costs, including $1.3 billion in savings in non-OECD countries. The report adds that at current fossil fuel prices, new solar power in these countries between 2010 and last year could save about $2.7 billion a year.


IRENA's top figure says that almost two-thirds (163GW) of the new clean electricity capacity added in 2021 was installed at a lower cost than the cheapest fossil fuel alternatives.
