Design, Supply and Delivery of Solar Powered Mobile Tower Lights for Parking Areas for Various Competition and Training Venues (SF/ SC/C/242/ 20)

SCOPE OF WORKS AND SPECIFICATIONS

1. Introduction:

ASPIRE ZONE has grown out of the Sport City Project which was responsible for building the award-winning sport stadium and facilities that make ASPIRE ZONE (hereinafter AZ) such an awe-inspiring precinct. SPORTS FACILITIES MANAGEMENT (hereinafter SFM) is the fourth (4 th) Strategic Business Unit within ASPIRE ZONE and is the custodian of Qatar’s state-wide Sports Venues who manages the various Venues and the international sport activities they attract.

For events and other uses, SFM is looking for a qualified Supplier / service Provider doe the provision of Solar Powered Mobile Tower Lights to various parking areas in various Competition and Non-Competition Venues. To meet this demand, SFM wishes to enter into a Contract Arrangement with the Contractor as per the scope of work and conditions of this document.

2. Scope Overview:

The items contained in the scope of work and in the technical specification are only indicative as a minimum requirement. The Works involve Design, Supply and Delivery of Solar Powered Mobile Tower Lights complete with High performance LED Floodlights suitable for outdoor application and Provision of Temporary Solar Powered Mobile Tower Lights on a Call-Off Rental Basis.

3. Details of the Scope of Work:

All equipment and materials to be supplied under this contract shall be of first grade design and manufacture in line with relevant local and IEC standard whichever more stringent. It shall be designed to give full rated output considering the extreme weather condition in Qatar.

3.1 The scope of works includes, Design, Supply and Delivery of Solar Powered Mobile Tower Lights complete with High performance Energy Efficient LED Floodlights. Quantity to be delivered shall be as follows;

3.1.1 Total 347 units – 12-Meter-High Solar Powered Mobile Tower Lights with 6x200W minimum IP65 High Performance LED Floodlights.

Ø 174 units – To be procured and delivered directly to Aspire Zone (refer to attached BOQ)

Ø Minimum 173 units – To be supplied and delivered through Call Off Rental Basis (refer to attached SOR)

3.1.2 Total of 269 units – 9-Meter-High Solar Powered Mobile Tower Lights with 6x100W minimum IP65 High Performance LED Floodlights.

Ø 135 units – To be procured and delivered directly to Aspire Zone (refer to attached BOQ)

Ø Minimum 134 units – To be supplied and delivered through Call Off Rental Basis (refer to attached SOR)

3.2 The scope of works includes also the provision of Maintenance services and Event Support Services (on-site technical support during Events Time) as per article 6.0 of this document. The required technical services are:

4. Technical Specifications:

The technical specifications include, but shall not be limited to the following minimum requirements;

4.1 Brief Specifications for 12-meter-high Solar Powered Mobile Tower Light

Ø Tower Light: at least 6 nos. x 200 watts minimum IP65 High performance Energy Efficient LED Floodlights, 4000K colour temperature, wide beam angle light distribution, minimum 105lm/watt/luminaire to LUCECO (UK), PHILIPS , DISANO (ITALY), or technically approved equivalent

Ø Luminaire Life Span: minimum 50,000 Hours

Ø Tower Light Coverage Area: approx. 7,800 sq. m with 10 lux minimum illumination across entire area

Ø Unit is applicable for both linear distribution illumination and circular distribution illumination (refer to enclosed drawings)

Ø Telescopic Mast: 12m high hydraulic mast when fully extended, light can be operated at any height, 100kph windproof

Ø Mast Raise / Extension: Hydraulic

Ø Road Tow/ Static/Trolley: Road Tow

Ø Trailer shall be powder coated galvanized steel to prevent corrosion

Ø Battery: Deep Cycle Latest generation maintenance free, i.e. Gel Type, Crystal type, etc…. Moisture proof suitable for outdoor application with minimum 10- 12Hr autonomy time at full load, battery compartment shall be ventilated as per manufacturer’s recommendation

Ø Units to be equipped with Dual 230V 13A Power Outlet for external use

Ø Solar Panels: Most effective technology, worst weather & Dust proof with hot spot and shade protection, with robust terminal block / connection box, i.e. IP65 and retractable

Ø Lights can be adjusted / aimed individually without the aid of tools (equipped with motorized rotate & tilt mechanism)

Ø Unit Operational Hours: 10-12 hours/ day

Ø Unit shall have battery charging provision from an external power source, i.e. mobile generator provided by the client to cater the charging during cloudy skies

Ø Overall Ingress Protection Level: IP65 minimum

4.2 Brief Specifications for 9-meter-high Solar Powered Mobile Tower Light

Ø Tower Light: at least 6 nos. x 100 watts minimum IP65 High performance Energy Efficient LED Floodlights, 4000K colour temperature, wide beam angle light distribution, minimum 105lm/watt/luminaire to LUCECO (UK), PHILIPS, DISANO (ITALY), or technically approved equivalent.
